The Defense Threat Reduction Agency’s (DTRA) Chemical and Biological Technologies Department in its role as the Joint Science and Technology Office (JSTO) for the Chemical and Biological Defense Program is the sole component of the Department of Defense responsible for research and development of technologies that safeguard the Joint Force, nation, and our allies from the threat of chem-bio weapons. DTRA JSTO provides capability development investments that maintain the U.S. military’s technological superiority in countering weapons of mass destruction and asymmetric threats, mitigates the risks of technical surprise, and responds to the Joint Force’s urgent technical requirements. Dr. Jim Summerton founded the pioneering antisense company Antivirals Inc. (now AVI BioPharma Inc.) in 1980 to develop antisense therapeutics and founded Gene Tools, LLC in 1997 to supply Morpholino oligos to researchers worldwide. Backed by Ph.D.-level customer support, Gene Tools designs and synthesizes Morpholinos and delivery reagents.

Guild Associates, Inc. is a small company headquartered in Dublin, Oh. The company operates separate facilities in Dublin OH, Delaware, OH and Charleston, SC. The company’s business interests include Chemical Warfare Protection products, ISO-containerized military equipment, biological enzyme and phage development, and biogas upgrading equipment. Guild Associates developed the A200 Sorbent Powder used in the M100 and M295 decontamination kits used by the US Military, with over 2,000,000 lbs supplied to support the two programs. Guild also was the production source for the M100 kits, still utilized across the military. Guild also developed GA200 Sorbent Powder, an alternative to A200 utilizing zirconium hydroxide as the main decontaminant. In recent years, Guild Associates has developed advanced molecular filtration media which removes chemical agents and TICs, and pioneered webbing immobilization of media for use in filter elements.

The Intelligence Advanced Research Projects Activity invests in high-risk, high-payoff research programs to tackle some of the most difficult challenges of the agencies and disciplines in the Intelligence Community (IC).IARPA’s mission is to push the boundaries of science to develop solutions that empower the IC to do its work better and more efficiently for national security. IARPA does not have an operational mission and does not deploy technologies directly to the field. Instead, we facilitate the transition of research results to our IC customers for operational application.

Intelligent Optical Systems, Inc. (IOS) is a highly innovative R&D organization and supplier of sensor, test, and measurement technology to industry, government, and research markets, with a leading position in physical, chemical, and biological sensing. The sensors are used in chemical warfare agent (CWA) and toxic industrial chemical (TIC) detection, environmental sensing, health and human monitoring, and oceanographic measurements. As it pertains to CBD, development of CWA liquid and liquid aerosol sensing strips can discern between and within CWA classes. Additionally, IOS has developed a 12-channel, low-SWaP (size, weight, and power), multi-analyte optical sensor array as a readout-unit for its CWA/TIC-vapor sensing, colorimetric thin-films (aka sensing dots).

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) manages our nation’s investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures. The JPEO-CBRND leads, manages, and directs the acquisition, fielding and sustainment of CBRN sensors, protective equipment, medical countermeasures, specialized equipment for U.S. Special Forces, integration and information management systems, and defense enabling biotechnologies. The organization also works closely with civilian government agencies that need CBRN defense equipment. The JPEO-CBRND is one of the Chemical and Biological Defense Program’s four components. The Deputy Assistant Secretary of Defense for Chemical and Biological Defense oversees this program. The Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), who is the Army Acquisition Executive, delegates JPEO-CBRND’s acquisition authority.

Since 1969, the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) has provided leading edge medical capabilities to deter and defend against current and emerging biological threat agents. The Institute is the only laboratory in the Department of Defense equipped to safely study highly hazardous viruses requiring maximum containment at Biosafety Level 4. Research conducted at USAMRIID leads to vaccines, drugs, diagnostics, and training programs that protect both Warfighters and civilians.
